Representatives of the American working class met the weekend of Sept. 4-5, 1965 in Los Angeles at the Founding Conference to reconstitute the COMMUNIST PARTY U.S.A. (MARXIST-LENINIST). The groups represented were the Provisional Organizing Committee to Reconstitute the Marxist-Leninist Communist Party in the U.S.A. and the Workers’ Organizing Committee (Marxist-Leninist).

The Founding Conference made preparations for a Party program, a Party constitution, a public Party declaration (to be issued shortly), and for the first National Party Congress to be convened within a year. The Founding Conference elected a Central Committee, and decided to issue two Party organs–The RED FLAG, the theoretical organ of the Central Committee, and the PEOPLE’S VOICE, the semi-official agitational organ of the Party. The reconstituted Party is to be known as the COMMUNIST PARTY U.S.A. (MARXIST-LENINIST).
